New Plymouth District Council has received an application for a subdivision resource consent to create 113 residential lots and additional road and recreational reserves. The site is located at 56 Pohutukawa Place, Bell Block and will provide for an extension to Parklands Ave. The site is located adjacent to the Waipu Lagoon and wetland.

The proposal is a Discretionary activity under the Operative District Plan and a Discretionary activity under the Proposed District Plan.

Making a submission

The closing date for submissions is 22 March 2023. New Plymouth District Council must receive your submission no later than 5pm. If you wish to make a submission on this application you may do so by sending a written submission to The Planning Lead, New Plymouth District Council, Private Bag 2025, New Plymouth 4342; or emailing applications@npdc.govt.nz. The submission must be in form 13. A signature is not required if you submit by electronic means.

The submission must be dated, signed by you, and include the following information:

  1. Your name and postal address and phone number/email address (optional)
  2. Details of the application in respect of which you are making the submission including location;
  3. Whether you support, oppose, or are neutral towards the application;
  4. Your submission, with reasons;
  5. The decision you wish the consent authority to make;
  6. Whether you wish to be heard in support of your submission.

Any person may make a submission on the application, but a person who is a trade competitor of the applicant may do so only if that person is directly affected by an effect of the activity to which the application relates that –

  1. adversely affects the environment; and
  2. does not relate to trade competition or the effects of trade competition.

You must serve a copy of your submission on the applicant whose address for service is: Robe and Roche Investments Limited C/- McKinlay Surveyors, PO Box 116, New Plymouth 4340 – attention Ben Lawn; or email Ben Lawn ben.lawn@mckinlay.co.nz, as soon as reasonably practicable after serving your submission on New Plymouth District Council. 

Appearing at a future hearing

There may be a pre-hearing meeting and/or hearing. Any submitter can request to speak to their submission at a hearing. Please indicate in your submission if you would like to attend the pre-hearing meeting and/or appear at the hearing and be heard. Please also be reassured that your submission will have legal status whether you request to be heard or not.
