We are improving road safety at three sites in the west of New Plymouth city.
Two projects, between Bayly and Pioneer roads on Devon Street West/South Road, will result in greater safety for schoolchildren, drivers, walkers and cyclists. A third project will make it easier for ambulances to exit Lorna Street onto Devon Street West.
Work on the Lorna/Devon intersection and between Bayly Road and Belair Avenue is underway now and will take between four and seven weeks to finish. The Spotswood project will start at a later date.
Work will take place between 7am and 7pm, Monday to Saturday, under shoulder closures or contraflow traffic controls, meaning traffic will continue to flow in both directions with minimal delays. Where possible, crews may also complete some of the work at night under stop/go traffic controls, also with minimal delays.
Please drive to the conditions and follow all temporary signage for the safety of road users and our crews.
Please note: Pedestrian and vehicle access to the Blagdon shops will be maintained during the construction period, although on-street car parking in front of the shops will be unavailable during some stages. (Car parking will be still be available behind the shops.)
As part of the works being undertaken along South Road/Devon St West (SH45) between Belair Avenue and Bayly Road, crews will be working at night (7pm-6am) from Monday 29 April to Friday 3 May. By working overnight, we will minimise disruption to traffic flow on this busy route. Crews will do their best to keep noise to a minimum, completing the louder portion of the works by 11pm each night.
To ensure that work crews can work as safely and efficiently as possible, access onto Devon Street West from these roads will be closed on the following dates:
The closures and reopenings will depend on the weather. Please follow detour signs to alternative routes.
Devon Street West/South Road is a is a key transport route that feeds into several schools and businesses as well as residential suburbs. It’s a very busy road that has some difficult intersections, especially for young and vulnerable users, so we need to make changes to increase the safety of all road users.
We also want to make it easier for ambulances from Taranaki Base Hospital to exit Lorna Street onto Devon Street West.
All three projects will start during the last week of April and will take between four and seven weeks to complete.
The Bayly Road to Belair Avenue and Spotswood College projects are 100 per cent funded by the NZ Transport Agency/Waka Kotahi (NZTA), while the $580,000 Lorna/Devon project is funded 51 per cent by NZTA and 49 per cent by NPDC.
Changes made since public consultation include retaining right-turning into and out of Blagdon Road, increasing the road width for traffic along the entire Devon Street West corridor, not raising the pedestrian crossing outside Spotswood College, replacing the proposed raised pedestrian crossing outside the Blagdon shops with a central pedestrian refuge, and not installing in-lane bus stops.
No, they are not. NZTA’s funding comes from their National Land Transport Fund, and NPDC’s comes from our 2023/24 low cost/low risk programme of works.
