We’re suspending our warmer, greener homes scheme indefinitely due to Central Government changes in lending laws.
We’re one of many councils across New Zealand reviewing these schemes.
Our Home Energy Scheme has been impacted and unfortunately we won’t be taking on new applications after Thursday 30 September 2021.
This doesn’t affect people who already have loans under the scheme and they can continue making repayments as normal.
If you took out a loan under our Home Energy Scheme before 2020 and paid interest on that loan, you might be due a refund.

Like other councils around New Zealand, we’re not a bank and we got caught out by changes to the Credit Contracts and Consumer Finance Act.
These loans have made our homes greener and warmer, but we’re not equipped to meet the new rules.
It would cost us hundreds of thousands of ratepayer dollars to comply, so we’ve decided the best way to make it right is to return all the interest paid so far and cancel interest on unpaid loans.
The total amount to be repaid and the interest rate should be on the original confirmation of your loan.
If you don’t have this, we can send to you. Contact enquiries@npdc.govt.nz.
If you have repaid your interest-bearing loan in full, we will have a record of the total interest you paid. This is the amount we will refund to you.
We have a record of the interest that you have paid, and we will refund this.
We have removed the interest from the repayment of your outstanding loan amount.
We are refunding all the interest paid.
