Apply for a building consent online

It’s now easier than ever to apply for a New Plymouth District Council building consent.

You can apply online at any time, from anywhere, pay for your application, submit further information and track your building consent progress. As all correspondence is digital, your application process is simpler and faster leaving you more time to pick your paint colours!

It usually takes 20 working days from the date of application to process your building consent. This time can vary however if your application was incomplete or requires extra documentation.

How to apply for building consent online

  1. Sign up or login to the NPDC Building Consent portal (please allow up to two working days before your account is active). Once your account has been activated you’ll receive an email notification from us to confirm that you can now log in.
  2. Lodge your application – follow the prompts to enter your details, upload drawings and supporting documentation, and submit your application.
  3. Vetting – we’ll do a quick check to make sure that your application is complete.
  4. Invoice – on receiving a complete application, we will upload an invoice to your customer portal and send you an email notification with payment instructions.
  5. Processing – on receipt of payment, our Building Consent Processing team will assess your project against the NZ Building Code to make sure it’s safe and compliant. You can track the status at any time in the customer portal. It also shows any correspondence and due dates.
  6. Request for Further Information (RFI) – if we need to ask for more details to support your application, you’ll receive an email from us providing instructions on how to do this. You can also view any RFIs on your dashboard in the customer portal.
  7. Grant and issue – once the processing team has completed their assessment against the NZ Building Code, the consent will be granted and issued. Your approved documents will be uploaded to the portal and be available for download.  Please note: the building work cannot start until the consent is issued.
  8. Inspections – your required inspections will be listed on your Building Consent. To make an inspection booking, please phone us on 06 759 6060. Following an inspection the report will be sent via email.
  9. Code Compliance Certificate (CCC) – once the work in your approved consent is complete, you are required to apply for the Code Compliance Certificate. This application must be accompanied by any energy certificates if applicable (e.g. electrical and gas work), in addition to records of work of all LBPs (licensed building practitioners) related to the restricted building work. Please refer to your issued consent documentation (form 5, Building Consent Certificate) for the complete list to gather prior to application. Once the application for the CCC is received and checked, we'll be in touch to arrange an inspection. If all the building work has passed the inspection, we will do a final check for any outstanding fees or documentation. Once supplied and paid we will issue the CCC.
