New Plymouth District Council (NPDC) is committed to providing a healthy and safe environment for our workers and other stakeholders who come into contact with us and our activities. We do the best to ensure that our contractors and subcontractors are safe and healthy while undertaking work on our behalf.
As a contractor, you will need to demonstrate that you understand your duties under the HSWA Act. You will need to show that you have processes and procedures in place to manage work safely for your own staff, your subcontractors, and also council employees who may work alongside you.
Prequalification allows us to understand how your business works, and allows you to understand our expectations with regard to Health and Safety at work.
To become ‘Health and Safety prequalified’, you must have an active supplier account. Please ask the person you are supplying services to at the Council for a ‘new supplier’ pack to complete.
Once your new supplier application is approved, you’ll receive notification from NPDC and an email with a link to log in to our Pinnacle system to complete the prequalification process.

In addition to the health and safety pre-qualification forms above, all contractors who need to work on our water and wastewater network must fill in the following forms.

At NPDC we operate a Permit to Work System for high risk, non–routine work. Contractors that are required to carry out work at NPDC sites are required to follow the following procedures unless alternative risk mitigation has been agreed with the relevant Site Manager.
